Abstract
|
Certification is an incentive scheme using market forces as an instrument to promote sustainable resource use. The certification scheme of the Marine Stewardship Council (MSC) is being tested for blue crabs (mainly Portunus pelagicus) in the fishing ground of the Northeastern Guimaras Strait spanning the third district of Negros Occidental province in the Philippines. To determine the community and fisheries profile, existing management system, and market structures, a rapid fishery and community assessment was initially conducted following the MSC procedure for site selection. Subsequently, the prescribed MSC process for community preparation, biological assessment and market analysis was carried out. Community engagement revealed enabling factors like environment-friendly gears used in the fishery, the perceived receptiveness of the market to certified products, the presence of legal institutions and structures that would be useful in management, and the willingness of the fisherfolk and local government officials to buy into resource management. However, the fishery suffered from extensive gaps in the knowledge base and, therefore, the lack of a rationalized resource management plan. These issues made it impossible for the fishery to be subjected to the MSC’s defined review process, forcing WWF-Philippines to refocus its interventions from community-based certification to community-based coastal resource management. Meanwhile, the biological and fishery assessment commissioned by WWF-Philippines indicated that the blue crab fishery is subjected to high fishing pressure pointing precariously to overfishing. But because of the high fecundity and resiliency of the species, it was determined that an appropriate management regime could address this problem. Thus, WWF-Philippines is still using the MSC’s framework to the fishery’s advantage—as an operational guide for developing a sustainable management regime. In its course, WWF-Philippines aims to contribute to the refinement of the MSC certification process for community-based fisheries.
