The ITMEMS symposia provide an opportunity for coral reef managers to share experiences and lessons learned, through multi-disciplinary consideration of management-related case studies and to identify gaps and priorities for future action to manage tropical marine ecosystems.

Abstract
|
The San Miguel Island Marine Fishery Reserve is a 2.25-km2 marine protected area in Lagonoy Gulf of Bicol Region, south of Luzon in northern Philippines. The MFR is one of the 14 actively operational marine reserves in Bicol. This case study (1) examines the role of local leadership at various levels in managing the reserve, (2) demonstrates the importance of test fishing conducted in public view with the community participating, and (3) exemplifies pro-active academe-local government partnership in coastal resource management. Lessons learned from implementation of various phases of the project are highlighted. Forging early partnerships with the stakeholders has provided the social bonding vital to drawing cooperation from one another. Experiences from the project confirm that pro-active information infusion is crucial for effecting sustained conservation initiatives and cooperation from the community and local executives. Translating the results of the pre-establishment assessments of fishery and coastal habitat into useable inputs for establishing the reserve has been successful in generating options for the establishment of the reserve.

Abstract
|
The MPA concept is certainly not limited to coral and fishery resources but it can also be applied to any threatened and exploited resource. In the City of Bayawan, Negros Oriental, windowpane/capiz or “Lampirong” shells have become a threatened resource because of continued exploitation. With the collaborative efforts of the Local Government Unit (LGU) of Bayawan as well as the local community, the “Lampirong” Marine Protected Areas were established in three of its coastal barangays. Strong local leadership (“political will”) of the LGU is manifested in the approval and passing of ordinances establishing the “Lampirong” MPAs. Increased budgetary allocation, continued education and financial support in the efforts of the MPA establishment is an important indicator of a strong “political will” among the local government. The lessons learned as well as the recommendations to further improve MPA establishment and management are also presented.

Abstract

A unique collaborative venture between WWF-Philippines, The Philippines Reef and Rainforest Conservation Foundation Inc. (PRRCFI) and the UK-based not-for-profit organization, Coral Cay Conservation (CCC), has undertaken community education and training in combination with scientific surveys in the municipalities of Mabini-Tingloy in the Province of Batangas, Luzon. Scientific surveys have revealed at least thirteen discrete habitat types in the coastal waters of the two municipalities (Solandt et al., 2002). CCC survey data has been combined with digital aerial images of the marine and coastal habitats. Collaboration between WWF and CCC resulted in the production of a habitat map, which will assist in the designation of sites as potential Marine Protected Areas (MPA) within the region. Quantitative health assessments of the local reefs have also provided information on relative abundance and diversity of the coral and fish populations, supplying further comprehensive evidence for potential marine reserve location. Long-term community work carried out in the bay area through the efforts of the WWF staff at Bagalangit Bay have significantly contributed to the strength of the project by facilitating dissemination of the results through workshops and environmental training.
